Founded by Ms. Sugar in 2001, Andrea K. Sugar , P.A. is located in the heart of downtown Towson, Maryland and is within walking distance of both the District and Circuit Court of Baltimore County, several local government offices, retail shops and a variety of businesses. The firm is easily accessible by Maryland Transit Authority buses and is close to major roadways including I-95 and I-695. The Towson area affords residents and visitors the opportunities of a metropolis but with the convenience of reasonable, plentiful parking and the charm of a suburban setting.
Our goal is to provide a high quality of legal work in the areas in which we practice and to achieve the results desired by our clients promptly and efficiently. In recognition of prospective clients’ schedules and their existing financial obligations, we strive to address these matters as well as clients’ expectations prior to undertaking representation.
A native New Yorker, Ms. Sugar has made Baltimore her home since 1972.
In her spare time, Ms. Sugar works on her novel, a legal thriller based upon her experience in the area of criminal defense.

Initially employed as a Social Work Associate, Ms. Sugar was selected to develop and manage a pilot pre-employment training program for inmates jointly funded by the American Correctional Association and Baltimore City Jail. She was promoted to Assistant Director and then Director of Work Release. In the Deputy Warden’s absence, she served as Acting Deputy Warden of Community Services. During her tenure at the Jail, she was instrumental in establishing three (3) work release facilities in seven (7) years and managing over 40 staff, including correctional officers, work release counselors, and administrative assistants.
Prior to entering law school, Ms. Sugar competed on a national level and was chosen as a Program Manager due to her expertise in the area of work release and community corrections. She divided her time between the agency’s main office in Washington, the training academy in Boulder, Colorado and travel throughout the United States .
